In all honesty you do not have to!

If all you wish to do is create a simple website design then we would suggests that you learn HTML.

Think of HTML as the building blocks of how to display a webpage, all you need to be able to learn is 'notepad' (comes with MS windows) and a good book on the subject (a good grounding in the basics will stand you in good stead in the future with any internet web design).

So why should I use it? Well why not! It is such a popular versatile tool in term of design, it can be viewed by millions of people from all around the world.

It allows you to quickly produce visually impressive multimedia internet applications, you would be silly not to use it as long as it fits your needs.
